I have no idea, I just know I've pulled them out of them. Maybe they weren't really worms but larva forms of some flying insect or boring insect from the leaves that fall into the gutters. Mostly I've seen them in gutters on a garage since my husband does any gutter cleaning that needs to be done on a ladder.
