Every account of what happened seems to be biased one way or the other but as far as I can tell the situation is that over a decade ago he yelled at a subordinate who had withheld information. That doesn't strike me as showing a temperament that is incompatible with diplomacy.

Its much more than that. There are repeated incidents of him going off on subordinates in public, sabotaging negotiations, refusing to follow the chain of command, etc.

Once again, we've all seen people like him in a big office. Can't Bush come up with someone more successful, less controversial? After all, we are a big nation.
