There is truth to that article. I know first hand that a number of call centers today are migrating to the Philippines from India for cost reasons but also due to the less detectable (i.e. more neutral…) accents.

Even on the software side, India has become quite expensive. It isn’t rare to run into project quotes where the savings over local development might only be in the neighborhood of 30%. However, India has moved far beyond the coder stage and continually moves further upstream in the software development cycle. More and more Indian companies have entered the commercial software space with their own products. I would not discount their chances.
