You are reading the figures right; in fact, you're getting at the crux of the matter. An area of much dispute in the study of Chinese history during this period is the birth/death statistics. Even the official Chinese government figures support famine deaths in the range of 20 million people. There are other accounts that support a much higher number of famine deaths, more in the range of 30 to 40 million.

Whatever the case, since Mao's death in 1976 the Chinese government has not disputed that the famines occurred.
