"Chemical plants have been preparing for years..."

They haven't done squat. Most haven't even INVENTORIED what's most damgerous on their grounds for the government to look at yet....

This is our BIGGEST vulnerability to terrorists (or even plain-old industrial accidents for that matter).

The Commerce Department and the E.P.A. jointly estimated that there are SEVERAL HUNDRED chemical facilities, located smack in the middle of major metro areas, often accessible right from an interstate, ...easy to breach, that EACH could result in 10,000 - 500,000 American deaths within HOURS of an attack.

Depending on which way the wind was blowing that day.

No need AT ALL for terrorists to BOTHER trying to smuggle ANY WEAPONS in. Everything they need for a Bhopal-style disaster is RIGHT HERE.
