The percentage of Indians who understand English well is somewhere between 10-20 percent. The percentage who speak English in the style that Americans can understand is less than 2 percent. this is after training for language skills. This is purely because Indian English is another language. It is perfectly understood among Indians, but is just confusing to outsiders.

it surely seems much higher than 2% but i must admit 2% of a billion is a lot of people. all i know is that my friends running businesses there have a lot of qualified english speaking applicants
