Making every civil service job in Canada require the person speak French and English I covered this with lorne already...

In a Toronto major hospital for example... French services are likely no easier to get than say services in Spanish, Punjabi or Tagalog..

In our tax office (a very large affair) there is no way all those clerks speaks French... the odd one sure... I've first hand experience with this...

If all civil servants required to pass some sort of French competency test well its a waste of time I'll agree... we are not getting our money's worth.. Wouldn't the problem be in smaller population centres where you need few civil servants (not that we need that many anyway :o) so to satisfy French services it is more costly. In a place like Ontario though anywhere north or east of Toronto there are very large numbers of Francophones still even though they all speak English also.. so it is not unreasonable there... I do not know about Manitoba and Alberta, I imagine all the original French speakers have been mostly assimilated...

I guess the problem is that Francophones have language rights and guarantees going back a couple of hundred years while the Spanish, Punjabi or Tagalog.. speakers do not...

we should be catering to the people There are Chinese banking machines in Toronto and Montreal... in fact I saw quite a few banking machines in Montreal with English first... There are many services for Chinese in Toronto and Montreal where they even have a Chinese Hospital..

Tough question.... no easy answers.. eh.
