Ted, If your tax revenues are not sufficient to pay operating costs, then you have a budget problem whether its from rising costs and lowered revenues and/or both.

My statement was solely in regards to Prop. 13, which only addresses the revenue side of the equation. You say Prop. 13 is part of the revenue problem, but Prop. 13 didn't stop CA from having budget surpluses in the late 90's, which helped fuel the huge increases in expenses.


In good times, most states and the feds usually generate budget surpluses. Its the bad times that need to get covered as well. CA in its good times does not generate enough revenue to cover it in the bad times. Its been going on for almost as long as Z has been a live. When do you say enough is enough, and come up with a solution that ends the problem?

CA's costs are rising for all the reasons I cited in my last post. And most of them are legitimate. Its a reality that certain elements within the state do not want to face.

I've already agreed with you WRT costs, except for the "legitimate" part, because that seems to suggest that sticking one's head in the sand is a legitimate state of mind. (That probably wasn't what you meant, but oh well.)


Of course, that's not what I meant. However, most people in CA do think sticking one's head in the sand is a legitimate state of mind. I feel sorry for Arnold......his instincts, or the instincts of his advisors are correct. Unfortunately, he is coming up against people who have fed on CA's largesse for a long time.......and I don't mean the unions. And like baby sucklings, they are not willing to give up the teat.
