The President in 1990 was GHW Bush 41. In 1995 and 1998 Clinton was President.

It is commonly believed the President Bush 41 was too diplomatic to resemble anything with more backbone than a worm. It is common knowledge that Clinton was too busy trying to proliferate his love bone to pay attention to anything that was not in a skirt.
