I don't mind buying it, but we are on the verge of moving out of NJ because we can't afford it here. The mandatory inclusions are killing us.

It might be reasonable for some people not to buy insurance. Some people can self insure for example. Or in other cases if the insurance is very expensive (and with growing medical costs and requirements that insurance cover more and more things, this will become an increasing problem) and the person is healthy, and there is a great need for money for a specific temporary purpose it might make sense to take the risk.

Are you going to go around and shut down businesses who's owner s don't have health insurance? Does that include small businesses? You are going to have to hire a lot more cops or "federal insurance investigation agents".
