Iraq is already in civil war. Instead of being 'Iraqis' even the government is divided between Shias, Sunnis and Kurds. Before the invasion some Iraqis didn't even know if they were Shia or Sunni. It may be a political civil war or a terrorist civil war instead of a general civil war but it already exists. Seats in Iraqi gov: 275. Voted for this gov: 180. After we've given $300 billion and 1600 lives to the Iraq cause, couldn't the others bother to show up for this historic vote?
