Baltimore is a predominantly African-American city but we also have large populations of very poor white people who have a lot of the same drug problems. A lot of the addicts and teenagers with drug addicted babies here are white. I have a friend who acts as a foster mother for drug babies while they are going through de-tox and all the babies she gets are white.
