You really think the fact that drugs are criminal actually creates the problem? Alcohol isn't criminal yet how many people die every year because of it's use. You applauded the stiffer penalties in Australia for drunk driving but you don't mind state sponsored shooting galleries and police that look the other way for heroin use?
