Now in Illinois we have to supply the name of the company and our auto policy number to get or renew our plates.

Of course you do. So does California. But you can cancel your policy the day after you get your plates, and they have no way to catch you until the next time you need them. This is what has killed "mandatory" insurance.

I started my driving experience in Michigan. If I recall correctly, you could not license your car unless you furnished proof of insurance.

In my current state (Washington) insurance is required, but you don't need to show proof of insurance to license. If you're stopped and don't have it on you, it's a $200+ ticket.
