No, it is a loophole in the copyright laws that has been there for many decades.

And now --- as I pointed out --- we have a new loophole limiting the rights of copyright holders, who can no longer control the commercial use of their copyrighted product... if someone wishs to issue an 'edited for Puritans' version....
