Why couldn't it (your links don't work)? It's simple math. Satellite snaps pics at time A and B. Car moved X meters during the interval of the snaps. Voila - speed of the car.

Really? Figuring the speed of the car is about as low tech as it would get. Hell a 1st year math student can tell you fast a car is moving when you can say how many feet it traveled in how much time.
