You've got the timeline all screwed up. North Korea's nuclear program was under control under Clinton, it was sealed with UN monitoring and the whole nine yards. They were happy to comply as we were feeding them much needed cash. So, we weren't feeding their nuclear ambitions or army or anything of the sort. We were giving them much needed aid, and they were complying by keeping the nukes under lock and key. It was working, which is why you didn't hear about this North Korea problem during those years, it was a problem under control.

Now, Bush took their candy away and they figured what difference does it make what we do now? No more candy, might as well try to become a nuclear power again. So we have this problem, partially created by Bush's boneheaded diplomacy, rooted in a cold war mentality. I'm cynical enough to believe that Bush probably changed the policy towards North Korea on purpose, it wasn't necessarily just a boneheaded move, to make his friends in the military industrial complex happy. Oh goodie, a reborn adversary and a communist one at that, now we can go back to cold war levels of military spending and frighten the American people into submission. This is unfortunately the mindset of the people who "lead" us. Profits and politcs first.
