The bloggers say what you do, that measuring speed is very simple. They question the likelihood that a satellite was either a) taking still pictures of the car in question a second or two apart or b) doing livestream video of the car

Unless the satellite is geosynch and in permanent orbit over that stretch of Iraq, yes it is entirely probable that the sat snaps multiple pictures, seconds apart.
