It's been a long time ago so I've forgetten the exact details, but there was a computer model done with wind speed and direction, substance characteristics [which I don't recall], and a lot of other factors thrown in.

Given the danger of turnarounds, it's no surprise to me that the accident happened.

Another turnaround accident I was involved with had to do with a very heavy guy employed by Merit--the contractor at the recent Texas City blast--who was dumped by a faulty elevator whose continuous loop mechanism failed as he was half-way up some structure at the Exxon refinery in Baton Rouge. He lived but was in bad shape.

I'd be very surprised if terrorism was involved. My first inclination would be to think--"oops, another horrible refinery turnaround accident on the Gulf Coast."
