Nobody. They are career civil servants that have been there for 20 to 40 years and its very difficult to fire Govt workers. I think they make about 90% of the big errors. They are suppossed to be the heavy lifters and make good decisions because they have been there so long. But I think they have been there so long they have instead created their own personal agendas and ignore what those above them tell them to do. They are skilled enough to give lip service to what they are suppossed to be doing and show they did some half hearted effort meanwhile doing something else.
