Saddam made no such payments to Palestinian Freedom Fighters.
There were some cell camps in areas of Iraq that Saddam had NO control over.

I suppose we should hold the US Govt. directly responsible for Tim McVeigh?

Liar. Al Qaida never trained in Iraq. In fact, Saddam and Al Qaida were enemies. Saddam was a secular leader. Al Qaida is strictly religious. The only similarity between them is that they were both different types of enemies of the USA.

Saddam only started giving $$ to Palestinian suicide bomber families as a PR move within the Arab worldm after Bush threatened to invade him. However, our "allies" the Saudis and Kuwaitis have been giving much more of the same money for decades. Since Bush considers the Saudis his best friends, and saudis attacked us on 9-11, obviously he attacked the wrong enemy.
