Not only oil but when the price of nickel spiked a couple of decades ago or so the Russians were so desperate for foreign currency they mined the richest sections leaving the low grade stuff.
The smelters at Norisk in Russia look like what Inco was using in Sudbury back in 1945.
In Canada when prices are high the lower grade ore is mined leaving the richer sections for later when prices fall extending your reserve life.
Getting back to oil.... the Russians were not shy to use mini nukes to frac formations to improve short term production at the expense of leaving millions of barrels in the ground that would have been recovered if less aggressive fracing methods were used.

I think the Russians OUGHT to hoard their oil. What if the US were exporting an irreplaceable commodity! I feel sufficiently jealous when I hear of the Chinese interest in Canadaian tar sands.
