Criminals come from the underclass mostly in every society. Larger underclass, more criminals. Larger, more stable middle class, fewer criminals. A tidy, stable society with good benefits and a safety net for its citizens makes everyone more secure.

Certainly the statistics I posted on how many people are incarcerated by country are really reliable. If you click on the link, there are maps and graphs and stuff that make everything clearer.
