It's not as effective as you might think. It's probably less effective now than in the 1970s, given that cars are better streamlined. Slower max. speed means that there is greater congestion and if congestion rises above a certain point, then speed goes way down and fuel consumption goes per mile traveled.

Fowler's tax based on gas mileage is the best solution...
