Most people understand that Saddam needed to be dealth with sooner or later, and rather sooner than later in a post- 9/11 world. But most people do not believe Saddam was behind 9/11. He DID give money ($25,000) to the families of "martyrs" in the Palestinian territories; that is the same as funding terror.
