What criminals? The US Military can't tell the difference between an innocent civilian ratted on by a disgruntled neighbor and an insurgent. The books in Abu Gharib are so bad, that families don't even know if their relative is even in there. The US Military repeatedly admits their inability to tell who the enemy is. This is one reason the level of PTSD sufferers in our troops is so high. They're fighting someone they can't see in a war where the frontline is all around them. Bush, the slug, should have knocked the prison down and left a monument in its place. Then again that would have interfered with being on vacation 40% of the time. Bush has obviously forgotten that a war is even going on since it's going so badly. Not only does he have gala parties, Laura does one-liners while our guys don't have enough equipment. It's DESPICABLE and INEXCUSABLE BEHAVIOR on the part of the CIC.
