If this diversion of spending allowed another attack like 9/11 to occur, how else could you interpret this?

Again, twisted conservatism. Homeland security and police have been underfunded for the past three years. Spending money domestically does not imply a lessening of our resovle to fight terrorism. In fact, it means actually focusing more resources on fighting terrorism at home, including regular crime. Both worthy goals.
