What would most likely happen in that circumstance is that one of the elected members of the Labour party would be asked to stand down and Blair would be appointed by the party in that member's constituency. In the British system of Parliamentary democracy, the public vote only for their local Member of Parliament. The MPs, in turn, pick the Prime Minister.

In the South African system, for example, the electorate vote only for the party. Both the Members of Parliament and the President are chosen by the winning party. Thus, in this system, no-one is responsible for anything because there is no such thing as a constituency or a local representative.
