The idea is quite simple.

Karl Rove ideas are never really simple, although they are presented that way.

Rove's Social Security plan will

1: destroy a large reason for any federal domestic influence
2: provide a big distraction for Iraq, the economy, and gas price.
3: a) cut future deficit estimates by defaulting on the social security treasury bonds
3: b) stall any taxes on the wealthy that might be needed to pay the social security bonds.

There are probably four or five other side effects that Rove thinks will be beneficial too.

Rove does like to hold up an obvious flaw to the plan to attract the opposition to sections where he can either prepare a defense, or often suddenly agree to some aspect leaving the rest of the plan intact. (Just remember how he did an about-face on national security reorganization and used the opportunity to gut many departments and bureaus.)

No, Rove doesn't want to destroy Social Security, he wants to transform it into a completly different beast. I don't think the true nature of that beast has been reveiled, it's Rove's usual tactic to make his about face and then push it through so fast nobody has yet analysed the effect.
