Another statistic just released.

US Army end strength for March 31, 2005 reported at 493,041. That is the 5th reported drop in the past six months.
April will make the 6th drop when reported next month.

As of the end of March, the Army is 39,359 men short of their mandated end strength. That means they have 39,359 men less than the DOD experts and Congress believe they need to accomplish assigned missions.

Remember the active duty strength is beefed up for the time being by involuntary enlistment extensions and refusal to allow some (like SF) to retire. Eliminate those two non-voluntary programs from our "All Volunteer Army" and the statistics would be much worse.
