It's obvious that the SS surplus is being used to finance the Bush tax cuts. An SS surplus of $150 Billion reduces the budget deficit. Otherwise, the real deficit is about $550 Billion.

The answer is Previous Presidents and Congresses for the Mandatory Spending Portion (which is the majority of the budget) and President Bush and Congress for the rest (Discretionary spending).
