They are currently (& have been in a big way since '83), robbing from the mandatory spending portions of the budget (SS & Medicare are currently still in surplus) to FUND all their other little wasteful spending items... (and, not incidentally IMO, to HIDE to true extent of their wasteful ways from the public.)
