I believe that a very well-written Balanced Budget Amendment has been around for several years --- but no one in Congress will introduce it, and the leadership would refuse to bring it up for a vote (just has they have refused to allow recorded votes for it in previous Congresses).

So it looks like the only way to bring it about, would be to follow one of the other Constitutional methods for passing amendments. Getting it on the ballot in some States might be enough to break the logjam. (Congress *hates* to miss out on a bandwagon.)

Fine... but Carter tried something supposed to be even more radical, 'Zero-Based Budgeting' (starting each agency's budget at ZERO... and forcing them to argue for and justify each expendature) but it didn't seem to achieve much.

I believe that only *hard and fast* constraints on spending (such as PAYGO & a Constitutional amendment) will EVER succeed in keeping the pigs away from the trouth.
