On a more micro level, "For I have come to turn 'a man against his father, a daughter against her mother, a daughter-in-law against her mother-in-law, a man's enemies will be the members of his own household." This is the religious divide that occurs within families all the time. imo, he was giving a warning of how it would be, not a description of how it should be.
