"The form a mechanism takes to balance the budget and reduce taxes may not be as important as expediency." I agree that speed is of the essence.... But so many other things have been tried in the past to slow-down or reverse the growth of Big Government and endless deficit spending, and they have all been reversed or come to naught. One of the problems is that no Congress can set rules that bind any future Congress --- so there is always a fresh crop of pols wanting to shovel more pork to their constituents. Seems like a Constitution ban is the only thing STRONG ENOUGH to stand the test of time... why, the current Congress can't even pass PAYGO rules.
