Bush is the one slamming the environment, not for partisan reasons exactly, but to pander to the corporate special interests, including all the major pollutors and plunderers, who put him in his office. And their gain is our loss. Bush panders to those guys more than anyone, even more than to the religious right, whom he probably secretly thinks are a much of ingorant bozos. I'm convinced GW is faking his born again thing. But he is not fgaking it when he sides with pollutors, timber, mining and big oil.
