Yes. But the idea of the birth / death model is to estimate new business jobs (or losses) in the current month. Supposedly the survey then picks up the actual change a month or two later and is reflected in the revised numbers. If those new jobs didn't occur, the BLS would revise down previous months.

This is a problem at a turning point (when jobs turn down the BLS will miss the turn), but IMO there is nothing sinister here.
