Excellent article. Over regulation is a curse. EPA on state and federal levels became rogue agencies slapping fines and boasting of their self sufficiency. Yes, som even had surpluses due to the
heavy fines for the smallest of violation. Many alleged violations were absolutely absurd, but their heavy handed ways prevail.

I know a guy that had a dying pond. The ducks were not happy. He enlarged it and widened the water supply slightly. Life flourished. EPA got very upset because he didn't have a permit from them. They made him fill it in, reapply for the permit, fined him and issued a permit to re-dig the pond.
