I'm constantly battling the financial people here in the US over hiring engineers in india so I know what you mean as far as quality offshore. You might get someone with the same qualifications for much cheaper but the fact that they are not here makes a world of difference as per your schedules and time to market. I think some corps are finally getting the message after offshoring virtually every engineering position they could in 2002. Additionally, offshoring your white collar workforce to the degree that the US has tried to do has also meant declining IT dollars to the tech vendors , this lack of cause and effect reasoning on the part of tech CEOs always amazed me, esp in enterprise software which just plain wouldn't exist as a market if your workforce costs were 10% of US rates. Duh.

Elmer, Language and cultural differences can make dealing with an offshore design team very difficult.

Not to mention a huge time difference.
