Why? Have you missed the dozens of instances of the military hiding bad news in the past, only to have it revealed as history, usually through FOIA request investigations? Such as nuclear radiation tests on soldiers, tests of psychedelic drugs on soldiers, etc. As Win has pointed out, the Taguba report WASN'T public - some hero had to leak it. The pictures weren't public, and if the military had it's way, they never would have been.
