Not necessarily. Depends on how you structure the additional charges. Presumably an operator would be better off cutting more heads at a lower cost than fewer at a higher cost. If you charge 12 bucks for your basic cut, say fifteen minutes, and 16 for a lengthy one, up to thirty minutes, you'd be better off doing more quick cuts.
