I didn't hear the C-Span version, was there an event in relation to Puerto Rico that was tied to guns being banned in chambers?

We picked up Puerto Rico in 1898?

I tried doing a google search on it, but "guns congress banned chambers history" produces a lot of links on current assault weapons bans/votes.

It was only some months ago that one congressperson got into that same problems with the rules, yes?? (well, maybe it was already on the flight back to Washington??)

I vaguely remember seeing some headlines along that line, but never read any of the stories.
