Fishing conflicts have been going on for ...30 years +, roughly since recovery from WWII (naval battles tend to encourage fishermen to stay in port, fuel shortages limit the range of vessels and land based transport of the catch)

I believe WWII limited and discouraged fishing, allowing recovery of fishing stocks.
