That is not true. IDEALLY, all cars and trucks would simultaneously and instantly have the hardware and software....but this is not going to happen.

I believe, as it would be VERY expensive, that redoing the highway system with a system of sensors is cost prohibitive. Therefore, I see the solution as a truly smart car which will take into account its surroundings and adjust accordingly. Research being done at CMU and other universities already have stocks cars capable of running without driver assistance at highway speeds, including getting off and on the highway.
