Yes, kind of. Feds like to do coupon pass on Tue-Thu. The amount is within the $1 billion range.

Yes and No.
By recent history yes. The FED has not done a coupon pass for about a year and now we have seen a flurry of them (4 I believe) in the last 3 weeks or so.

Prior to that, the coupon pass would not have been the least bit unusual at all.
