The FMSM should shout about the government counting excess tax receipts as spendable revenue, and then claiming it is a trust fund asset after they spent it. If the people understood this, there would be near universal outrage and a claber to fix the problem.

It must be either an arcane subject, being muddled in the delivery or being ignored by the media. My current theory is all three are true.
