"So what, in your opinion, causes an
eventual breakout in one direction or the other?"

Group think changes in the algorithm.

"It seems that the SEC must eliminate computer stock "flipping" or there is no compelling reason for individual investors to be in the markets."

By all indications, the computer trading and algorithm based trading is still increasing. And the SEC is still clueless about its implications.

"I don't play with anyone using a stacked deck, it
is a no-win situation and becomes a computer vs computer
strategy game to the exclusion of individual investors."

Plan on trading less and less then. Want to discuss the "autobeat" functions of the Algorithm in regards to retail limit order sources? If you can force the Algorithm to become unbalanced (ie yank your 1000 plus share limit order its been beating by 1 penny on smaller stocks like say NVLS, LRCX, etc.) you can skim a few extra pennies out of the computers as the Algorithm seeks to rebalance itself.
