1966 to 1980 was hardly a 'bubble'! (Far from the definition of a bubble, I'd say....)

You have gotten rather far away, I see, from justifying the administration's use of TWO COMPLETELY DIFFERENT GROWTH PROJECTIONS in their roadshow to sell SS privatization.

One VERY LOW ESTIMATE to convince the public that there is a 'problem'.

And, one MUCH HIGHER ESTIMATE to convince them how much better 'private' accounts (still controlled by the government) are going to be for them.

That's called a 'shell game'... or 'bait and switch'.
