The one report I heard or read expressing the optimistic view is that the insurgents were sort of having one last big blowout, one that they couldn't sustain. I guess we will see soon whether that analysis turns out to be correct. The same report said there are still long lines of Iraqis wanting to be policemen. Of course there is so much unemployment there, and they have to feed their families. If they keep standing in unsecured lines, though, eventually the insurgents could kill most of them. My own personal barometer of how things are going in Iraq is when Bill O'Reilly starts grumbling that maybe we should just pull out. Not very scientific, though.
