It's difficult to get to the truth in these matters, but the weight of the evidence I have seen so far suggests that most of the aggression was on the province of Abhazia by the Georgians.

Besides it's not a simple "two way" war. In at least one other dimension Chechnia, and therefore the Russian forces are involved too. The USA too..

Tensions between Georgia and Russia have long centered around Russian concerns of Chechen rebel activity in Pankisi. And after the September 11 attacks in the United States, a new US military presence in Pankisi has given rise to Russian fears of losing a foothold in the region.
